The Trust Fund for Victims works through intermediaries with an established presence on the ground. Prior to issuing grants, the TFV carries out field assessments to ensure that projects directly address the harm caused by conflicts where the Court has jurisdiction, and target the most vulnerable and marginalized victims. It welcomes proposals from intermediaries with expertise in the kinds of assistance that such conflicts require: counselling for victims of trauma, safe shelter for victims of rape, accelerated education for victims of abduction, and much more.

Funds provided by the TFV are collected through voluntary contributions designated to benefit victims and their families who have suffered physical, psychological and/or material harm as a result of genocide, crimes against humanity and war crimes. Non-governmental voluntary contributions may be earmarked for a particular purpose provided that it benefits victims and is non-discriminatory.

TFV partners include international non-governmental organizations, local grassroots organizations, women’s associations, faith-based organizations and the private sector. The Fund aims to ensure that they have the financial resources, technical expertise and oversight they need to rehabilitate victims. This is accomplished through the provision of direct implementation grants and technical support as well as through sub-granting to intermediaries.

The TFV works to strengthen the capacity of grantees and coordinate efforts to ensure that the selection and management of grants is strategic and coherent. Our projects emphasize participation by victims in programme planning, sustainability of community initiatives, transparent and targeted granting, and accessibility for those who have traditionally lacked access to funding. Across its programming, the TFV works to ensure that projects address the special vulnerability of girls and women.

The confidentiality and security of victims receiving TFV assistance – and the partners administering TFV projects – are of the utmost importance. The TFV works to protect them at all levels of operation. This includes confidential coding systems for project beneficiaries, local capacity building in data protection, and the option for partners to keep their association with the TFV confidential if their local security situation warrants extra precaution.

Implementing partners

The TFV is currently working with over 30 implementing partners in northern Uganda and the DRC. Most are local or national organizations with strong community ties, and some are international NGOs who are helping us provide capacity building support at the grassroots level.
