For the victims of crimes against humanity, war crimes and genocide whose voices are often left unheard and whose suffering is forgotten, the Court set forth two mandates of the TFV: (i) to implement Court-ordered reparations and (ii) to provide physical and psychosocial rehabilitation or material support to victims of crimes that fall within the jurisdiction of the Court.

To achieve the TFV’s mandates, projects are funded through fines and forfeitures of convicted persons, and through voluntary donations by member states and individual donors. To implement services and programmes, the TFV collaborates with national and international partners. The partner selection process varies from sole sourcing to a competitive bidding process with the assistance of the ICC’s Procurement Unit, and based on a Board-approved programmatic framework.

The TFV grant-making process emphasizes the following key principles: participation by victims in program planning, sustainability of community initiatives, transparent and targeted granting, accessibility for applicants that have traditionally lacked access to funding, addressing the special vulnerability of girls and women, strengthening capacity of grantees and coordinating efforts to ensure that the selection and management of grants is strategic and coherent.
